White House AI Action Plan Boosting Innovation Without Red Tape

On July 23, 2025, the White House released a new roadmap for AI called “Winning the Race: America’s Action Plan.” It’s 25+ pages and lays out 90 actions the federal government will take across three pillars – accelerating innovation, building AI infrastructure and leading in international AI diplomacy.

There were three executive orders signed alongside the plan to kickstart its key initiatives.

The action plan is a comprehensive strategy to secure the United States’s lead in AI by encouraging adoption in the private sector, removing barriers (like outdated regulations), and investing in the personnel and technology necessary to thrive.

The Three Executive Orders
1) “Unbiased AI Principles” in the Federal Government
This order ensures that AI systems procured by federal agencies remain truthful and non-ideological. It mandates that agencies only acquire Large Language Models (LLMs) adhering to “Unbiased AI Principles” – namely truth-seeking and ideological neutrality.

2) Accelerating Federal Permitting of Data Center Infrastructure
This order jumpstarts the build-out of AI infrastructure by easing regulatory hurdles for large AI data centers and related projects. It plans to streamline federal permits and environmental reviews so that AI data centers can be built at great speeds.

3) Promoting the Export of the American AI Technology Stack
The third executive order advances the plan’s international competitiveness and alliance-based AI adoption goals. The order creates a coordinated effort to export US made AI systems to allied nations, thereby reducing global reliance on adversaries’ AI tech and spreading American standards abroad.

5) Deregulation Posture – The overall regulatory stance in this plan is very pro-business. Federal agencies have been told to repeal or revise rules that unnecessarily hurt AI innovation. The government is leaning toward consistent, business-friendly guidelines rather than heavy-handed enforcement.

This is a great time for businesses to explore how AI can boost efficiency and competitiveness. The federal government is actively encouraging adoption through programs, infrastructure investments and creating a less regulated environment. Businesses should consider identifying operational areas where AI can streamline workflows and experiment with trusted tools. Businesses also should take this time to invest in employee training. Not only would it be a great strategic move, but it could also be cost effective with the tax-free benefits the White House plan promotes.
